On my system initally I was getting core dumps from dnf every time it 
tried to update Main/Main-updates/Contrib/Contrib-updates... hence only 
Non-Free/Non-free-updates were working for a few weeks.

Mikhail suggested a "dnf distro-sync", after doing a "dnf clean all" to 
remove what I had on disk: I did it and then updating the repos started 
to work.

I would suggest doing the same...
A couple of days ago dnf was updated and since then I did not have any 
other issue.
