We got such complaints from a few people, inclusing you and, if I remember correctly, gvm@, but I cannot reproduce this.

Does your web browser open https://abf-downloads.rosalinux.ru/rosa2023.1/repository/x86_64/main/release/ ?

Can you download something from there with curl (dnf uses libcurl)?
