[Devel-en] Python 3.11 has arrived into rosa2023.1

Thanks to great and big work done by ilfat@, python 3.11 and packages rebuilt with it have been moved from "testing" of rosa2023.1 into "release". Most packages already use python 3.11. The Anaconda installer is functional.

A few problems will of course remain, but in general update from python 3.8 to 3.11 in rosa2023.1 is ready.

We have managed to upgrade python without breaking the repository for a long time.

I will probably make a table for fixing a few python-related packages.

Now we can go further.
