Don't know... given that there should be no way to do 2016.1 -> 2021.1, 
but the reinstall, I guess that we could decide to "reset" Epoch to "0" 
for all 2021.1 packages.
I would not drop it, though, because it's a good safety against big 
packaging errors or weird package histories... nobody has a crystal ball 
to read to future.

BTW, grepping around in the Sound Group sources there are about 25 
packages using it...
