[Devel-en] Renaming rosa2019.1 to rosa2021.1

Hi all

We are renaming rosa2019.1 into rosa2021.1

Git branches rosa2019.1 will be forked to rosa2021.1, the platform itself on abf will be renamed.

To avoid making accidental mess, pushing to rosa2019.1 branch will be prohibited on the server side.

A symlink from rosa2019.1 directory to rosa2021.1 will be created to allow existing installation to continue using repos.

Then packages distro-release and rosa-repos will be adjusted.
