[Devel-en] Dropping restricted

Hi everyone

We have been discussing dropping the  restricted repository. The plan is the following:
* when the same package is in both main and restricted, e.g. vlc and vlc-restricted, enable restricted parts in main and remove the package from restricted
* when a package exists in rrstricted only, move it to either main or contrib

Reasons to do that:

USA is the only country where patenting of idea is possible. In all other countries, as far as I know, including Russia as our main source of financial profit, you can patent only a specific realisation of an idea, but not the idea itself. That is why it is possible to charge money for using open spurce implementations of codecs like H264 only in the USA.

Sometimes people may make mistakes, and missync of main and restricted variants of packages may occur.

We do not see sense in spending rrsources of maintainers and QA on both r3pos, that is why we want to just get rid of restricted.

Some packages that are in restricted must really be in contrib and not spend resources of QA and nerves of maintainers with QA.

Are there any objections?

We can keep "%bcond_without plf" to allow rebuilding packages without restricted pieces if anyone needs it.
